Support, Modify, or Refute: The Monroe Doctrine ushered in a new era of US foreign policy The Monroe Doctrine was established in the early 19th century written by, of course, James Monroe. This document ushered in a new era of US foreign policy by stepping their foot down and showing the rest of the world how powerful they could be. This was when the US was slowly figuring out the power they could hold. This document stated that the US will not permit the following: Interfering with affairs in the Western Hemisphere, attempts to create new colonies in the Western Hemisphere, and the overthrowing of new colonies. These were said to be, â€Å"Dangerous to our peace and safety.† These statements clearly support how the US wanted to flex their muscles and flaunt independence. Foreign policy before the Monroe Doctrine was put into place is almost a polar opposite of foreign policy after the doctrine was put into place. Before the Monroe Doctrine, the US showed multiple examples of neutrality. For instance, on April 22nd, 1793, George Washington issued a proclamation of neutrality, which in turn declared the nation neutral in the conflict between France and Great Britain. After the Monroe Doctrine was put into place, Macon’s Bill No. 2 (passed by Madison) went into effect, which was an opposite extreme of Washington’s proclamation of neutrality. With Macon’s Bill, the US is now agreeing to trade with everyone (even France), except for Great Britain (The bill was originally passed to motivate both France and Britain to stop seizing American Vessels). This obviously causes copious amounts of tension between countries, and is yet again, a sign of strength and power coming from the US. Napoleon saw Macon’s Bill No. 2 as a great chance for him to move along his, â€Å"Continental Plan.† Now that Britain was unable to trade, this meant they were weak as a whole, but mainly their economy was in turmoil. Macon’s Bill No. 2 was the main cause of The War of 1812. This was a war between the US and Great Britain and Ireland (British ally). The war was basically a conflict because neither country could get over their ego’s, which is yet again, another example of how the US showed great strength (and a little stubbornness) in this period of time.

Film Report on the Movie Signs Essay

I chose to do my film report on the movie signs. This movie featured Mel Gibson as Graham Hess, Joaquin Phoenix as Merrill Hess, Rory Culkin as Morgan Hess, and Abigail Breslin as Bo Hess. This movie takes place in Bucks County Pennsylvania which is about 45 miles from Philadelphia. It is about a Rev. whose wife passes away and he starts to deny his faith until he realizes that sometimes bad things aren’t as bad as this may seem at the current time. The movie starts off with weird things happening, crop circles being first. The crop circles are first noticed Graham Hess calls the local sheriff. They think that it is a prank by the Prichard brothers but they realize that it was too perfect and the stocks were bent over but not broken so it could not have been done by a machine. Then the dog starts barking ferociously at Bo and ends up dead because it falls on a grill fork that Morgan has in his hand. Bo is always asking for water because she says there are monsters keeps sitting glasses of water all over the house. They realize that something is wrong whenever Graham sees an alien looking creature on top of the barn then when they go out and runaround they cannot find anyone. The next day the news comes on and talks about crop circles popping up all over the world and Morgan says â€Å"extraterrestrials† pWhen they go to town and come home they start hearing voices on a baby monitor that Morgan found in the basement. Graham has a talk with his brother when his brother asks do you think this is the end of the world. He answers yes is that the answer you wanted. Graham says: People break down into two groups when they experience something lucky. Group number one sees it as more than luck, more than a coincidence; they see it as a sign, evidence that there is someone up there watching out for them. Group number two sees it as pure luck, happy, chance deep down they feel they are on their own and that fills them with fear†¦ Group number one deep down they feel that whatever is going to happen there will be someone there to help them and that fills them with hope. So what you have to ask yourself is what kind of person are you, the kind of see signs and sees miracles were just believe people get lucky†¦ Is it possible that there are no coincidences? (Gibson) Morgan got a book about Aliens when they went in town. The book depicts a house that looks exactly like his. The book says that the aliens are either coming to harvest resources or to invade and that one of two things will happen if it’s the latter, they will be defeated and return many years later or they will win. According to the book, crop circles are landmarks used for navigation. A cut scene depicts how Graham’s wife died and why he lost his faith. Ray Reddy, the man that fell asleep at the wheel and ultimately killed his wife apologizes and says why at that moment did that happen, why not before or after he passed her? He says he don’t remember the exact moment that it happened. Her last statement to her husband was; tell Merrill to swing away. At this point it makes no sense to anyone. Once they come to realize that an invasion is imminent, they start boarding the house up to keep the aliens out. This is after they decide to stay put and not go to the lake. They eventually head to the basement where they think they are safe until they realize that there is an old coal chute that accesses the basement from the outside. Before they can find where the old coal chute comes in at, an alien reaches from behind and grabs Morgan by the face causing him to have an asthma attack. His inhaler is upstairs where they cannot get to it. His dad keeps him calm and stable. After they think the coast is clear, Graham carries Morgan upstairs and lays him down so he can get his medicine. To their surprise when they come back into the room, Morgan is being carried by an alien. Graham says to Merrill, swing away, swing away. The statement by his wife finally makes sense to him. As Merrill grabs the baseball bat off the wall mount, the alien gives a puff of green gas into Morgan’s face out of something on its wrist. As Merrill smacks it with the bat it falls into a stand and a glass of water spills onto its shoulder and melts the skin off of it. They then realize this is why Bo has been sitting glasses of water all over the house. As Graham picks Morgan up, he says his lungs where closed, the poisonous gas did not enter his lungs. This is when he realizes that there was a reason that his son was born with asthma. The end of the movie shows him getting dressed as a Reverend, so I assume he was returning to Church as a Reverend. The characters in this film are Episcopalians. The father a Reverend and his brother and kids are devout followers. They cherish the value of family and being together. Graham questioned his faith and even quit practicing due to the death of his wife. It made him question if there is a god, why would he do this to him, a reverend. He got so angry at god that he denied him and blamed the death of his wife on him only to eventually realize that god has his reasons for doing the things that he does even if it is not popular with the people that it affects at the current time. Nothing is left to chance. He lost his wife in one sense, but god saved his son after praying, so this brought him back to his faith. The statement about there being two groups of people in the world has a lot of insight in the real world. If you believe in a higher power, then you will, or at least should always have hope. It is a great thing knowing that you always have someone there to talk to, even in the darkest hour, no matter what. I think another major point to the movie is that not everything is god’s fault and that he has reasons behind the things that he does. Sometimes people get lost from their faith, that is a normal occurrence, but hopefully you find your way back one way or another. I think that the movie gets its point of faith across pretty well in this movie, it shows both sides, losing your faith and reconnecting with it. It displays a reason why one might lose their faith.

When there is talk among the townsfolk about people in other villages giving up the lottery, an old man (Old Man Warner, to be exact) retorts how there is â€Å"nothing but trouble in that† (Jackson). His way of defending the lottery is not only that it is good for them, but also that â€Å"there’s always been a lottery† (Jackson). This is an interesting take, because it illustrates how the archaic nature of the ritual lottery is what gives it credence in the eyes of the old man. However, all in all it seems , there is not enough thought given about the ritual itself, and merely the fact that it has always been done is enough for it to continue. In particular, the investigators were interested to know the attitude towards GM insulin/medicine, GM palm oil and GM soybean. They designed the study as a survey with 1017 respondents. They found that the Malaysian stakeholders are cautious about the genetically modified foods. They agreed that genetically modified foods have perceived benefits but at the same time they were concerned about the moral aspects and risks associated with the GM Foods. A closer analysis revealed difference stakeholders attitudes towards GM foods. Title The title â€Å"stakeholders attitude to genetically modified foods and medicine† was precise and clearly thought out. Readers are well informed of what to expect as they engage with the study findings. However, the title missed on the study area. A good title must inform readers where the study is conducted. Abstract The researchers adopted non structure abstract. They were able to point out the background leading to the study, the purpose of survey, research approaches they used trough the study and the findings. They were selected through stratification sampling which enabled the generalization of the findings and minimized biased that could result from sample selection. In addition, they collected the data through administering questionnaire and ensured that reliability and validity of the study are all accounted for. However, the researchers did not tell the readers how they met the ethical principles, especially principles of ethics of beneficence and Jones 3 justice. They didn’t point out whether they consulted any ethical institution or whether they sought consent before recruiting the respondents. Results The study findings were consistent with the objective. The findings centered on six dimensions of the stakeholders attitudes including moral concerns, perceived benefits, familiarity, encouragement, risk acceptance and perceived risks. From the findings it was clear that majority of the stakeholders were not familiar with the three GM products. It was more surprising when the findings indicated that biology students were more familiar with the GM palm oil and GM soybeans than religious scholars. The findings further established that stakeholders are moderately concerned with the moral aspects of the GM products, moderately perceive the products as risky and moderately perceive the GM products as beneficial. All the same they encouraged the use of the three products, with most stakeholders supportive of GM palm oil. These findings were consistent with the other studies. For instance, in China, study by Zhang et al. (19) indicated that consumers were not familiar with GM products yet domestic consumption of GM soybeans was about 18% of the interviewees that were consuming soybeans. In addition, the findings were consistent with earlier studies by ISAAA-UIUC (14-15) which found that Asians accept GM foods but at the same acknowledge the risks they pose to health. Based on these consistencies, the study met the rigor of trustworthiness, applicability and reliability. The conclusions were drawn from the study. The investigators concluded that the Malaysian stakeholders’ attitude on GM products was cautious. Indeed, this is in tandem with the findings that the stakeholders moderately perceive the GM products as both beneficial and Jones 4 detrimental to health. In addition the implications of the study were reported in the conclusion. While his other thoughts in that book are not comprehensive in terms of our interest in pedagogy and technology, he does manage to put his finger on the spot that hurts: that â€Å"access signifies the ability to do what everybody else can do and to make use of what everybody else can use; access means the liberty to take advantage of resources.† (21) Yes, there it is: the point that has caused so much angst and pain in the supposedly glittery world of modern technocracy. At a time when we have the need for the widest, most open public access to experience and information that might, as Wurman says, â€Å"giv[e] people new ways to look at their environment and their lives,† scholars like Bertram Bruce, Charles Moran, and Lester Faigley are also warning us about a number of obstacles that can restrict access. Mark Twain Essay -- Samuel Langhorne Clemens Biography Bio

Samuel Langhorne Clemens, better known as Mark Twain, is perhaps the most distinguished author of American Literature. Next to William Shakespeare, Clemens is arguably the most prominent writer the world has ever seen. In 1818, Jane Lampton found interest in a serious young lawyer named John Clemens. With the Lampton family in heavy debt and Jane only 15 years of age, she soon arried John. The family moved to Gainesboro, Tennessee where Jane gave birth to Orion Clemens. In the summer of 1827 the Clemenses relocated to Virginia where John purchased thousands of acres of land and opened a legal advice store. The lack of success of the store led John to drink heavily. Scared by his addiction, John vowed never to drink again. Even though John now resisted alcohol, he faced other addictions. His concoction of aloe, rhubarb, and a narcotic cost him most of his savings and money soon became tight (Paine 34-35).   Ã‚  Ã‚  Ã‚  Ã‚  The family soon grew with the birth of Pamela late in 1827. Their third child,Pleasant Hannibal, did not live past three months, due to illness. In 1830 Margaret was born and the family moved to Pall Mall, a rural county in Tennessee. After Henry’s birth in 1832, the value of their farmland greatly depreciated and sent the Clemenses on the road again. Now they would stay with Jane’s sister in Florida, Missouri where she ran a successful business with her husband. Clemens was born on November 30, 1835, in the small remote town of Florida, Missouri. Samuel’s parents, John Marshall and Jane Lampton Clemens never gave up on their child, who was two months premature with little hope of survival. This was coincidentally the same night as the return of Halley’s Comet. The Clemenses were a superstitious family and believed that Halley’s Comet was a portent of good fortune. Writing as Mark Twain, Samuel L. Clemens would claim that Florida,Missouri â€Å"contained 100 people and I increased the population by one percent. Some agile teams hold a retrospective meeting once a week along with their daily project stand-up meetings. It is called â€Å"stand-up† because the meeting is essentially conducted with all the team members standing. The basic idea behind this is to keep the meeting as short as possible typically 15 minutes or lesser. During this meeting the team members discuss about the status of the project and the issues that they are facing. The weekly retrospective would help in identifying any process changes that are required immediately. As the completion time for the sprint nears, the time taken to discuss about process improvement for the current sprint decreases as improvements for the ongoing sprint has been discussed in the everyday stand-up meeting. This results in a better software product as the team is continuously working on improving its knowledge management process. Each retrospective has both qualitative and quantitative aspects. The qualitative part discusses the various team practices and the success of each. It also comprises the specific challenges that presented themselves during the iteration. Upon identification of the issues, root cause analysis is performed and potential corrective actions are discussed and recorded. The quantitative review gathers and reviews any metrics the team is using to measure its performance. Purpose An iteration retrospective is a reflective process. The iteration retrospective enables the team to reflect on the iteration just completed and derive new ideas for process improvement. This helps instill the spirit of continuous improvement or kaizen mind in the individuals and the team, and helps assure every iteration makes some small improvements in the processes. The Scrum Master plays an import... ...s an insight into the project from the perspective of each team member and make them realize that it’s the team that can make the change. A qualitative study can be done among companies employing the agile methodology about the effectiveness of the retrospective process. Interviews can be conducted with the scrum masters and certain important people within the team to elicit what kind of improvements they have seen in their projects due to the action items suggested in retrospective meetings. A major challenge facing most agile teams is how to keep the retrospective meetings fresh. A comparative study can be done among agile teams about the various retrospective techniques that they employ and how effective and interesting these techniques. This would give an insight into a plethora of ideas on conducting a retrospective that will never become boring and redundant.

“Finding Nemo” Introduction to Film Essay

‘Finding Nemo’ (2003) was written and directed by Andrew Stanton and Lee Unkrich. This is a computer animated movie that takes you into the breathtaking underwater world of Australia’s: Great Barrier Reef. That is an amazing story between a bond for a parent and child. In the movie the father fish Marlin a clown fish voiced by Albert Brooks loses his wife Coral and 499 of their 500 children to a hungry barracuda fish. Marlin then becomes an over protected father to his one short fin remaining son also a clown fish Nemo that is voiced by Alexander Gould. However, Nemo gets annoyed by his father’s over protected ways and rebels and swims past the drop-off of the coral reef to touch a boat. Although Nemo touches the boat Nemo gets swept up by a scuba diver dentist from Sydney Australia on his way back to his father Marlin. In this animated movie the directors then goes to tell an amazing story of adventure, determination and the love of a father while Marlin takes on the big bad sea to find his son all while his son takes on an adventure of his own to find his father. There is no wonder why this was an Oscar winning movie and even ten years later this is still amazing families everywhere. As a mother of a five year old ‘Finding Nemo’ came out before my son was born but that has not stopped my son from watching it over and over again. This is one classic movie that Pixar decided to re –release this movie in 3D in 2012 nine years after it was released originally. In Marlin’s adventures to find Nemo he encounters Dory voiced by Ellen DeGeneres which is a regal blue tang fish that suffers from short term memory loss. Marlin and Dory then grow a great friendship as they battle all the unknowns of the barring sea. They friend both scary and nice creatures such as: sharks, whales, jelly fish, sea turtles, pelicans and much more all in their pursuit to find Nemo. All the while Nemo finds himself in a dentist office fish tank. Nemo just as egger to get back to his dad Marlin, Nemo befriends the other fish in the tank to help him try to escape. They come up with different ideas both good and bad to help Nemo try to get to his dad. After both Marlin and Nemo go through all the trials and tribulations of trying to find one another the movie then ends by Nemo’s last attempt to play dead to be taken out of the fish bowl to be flushed down the toilet which enters a pipe that lands him in the ocean once and for all and where he gets reunited with his dad and new friend Dory. At the end of the movie it shows Nemo’s dad Marlin and Dory dropping Nemo back off to school to go out and learn yet this time both Marlin and Nemo are much more relaxed and ok with Nemo starting school. Where the director then shows that the dad is finally letting Nemo be a kid and give him some independents. He shows that Nemo is finally understands his dad’s worries from the beginning. This movie is a one of a kind and will always be part of my family as well as others. This is the one movie my son always wants to watch when he is sick and makes him feel better and he loves every moment of it. Pixar has stated that all ch aracters are signed up to star in Finding Nemo 2 and will be released in 2016. ‘Finding Nemo’s ‘â€Å"director /writer Andrew Stanton’s riveting story, filled with good humor, wrenching emotions, charming characters and a gently place message about the bond between parents and children.† (Salt Lake Tribune). I think the director nailed this one on the nose. This movie to parents is a tear jerker and to a child they see how much parents will go thought to save them from anything good and bad. This movie is such like a cartoon for kids but at the same time this is a computer animated movie that both kids and adults love this movie. The director put just enough adult humor in the movie that kids loves it just as much as the adult. ‘Finding Nemo’ to me as well as many other is such an epic movie to see and feel what each characters feels at that moment. The music and pictures flows with the movie and is just brilliant. The colors of the movie are vibrant and show the breath taking version of the ocean. The characters that are in the movie where once scary such as sharks but the vision of the director shows there is a good and a bad side to these once vicious creatures. As one cite explains ‘Finding Nemo’ is perfect it â€Å"will forever be a Disney-Pixar favorite. It’s hard to resist its brilliant storytelling, clever dialogue and unique characters.† (Veneziani). In conclusion, most people think that â€Å"Animated films are often dismissed as children’s entertainment† (Goodkootz & Jacobs). This film once consider great for all ages. ‘Finding Nemo’ once was and still is ten years later a figment in many homes as well as children location such as hospitals, dentist offices and schools. This is a great film for kids to learn the great meaning of parents. Bridge to Wiseman’s Cove – Freedom Essay by Callum Powell 8A The phrase to â€Å"set himself free† is used a lot throughout a bridge to Wiseman’s cove, whether it is to do with family issues or just common everyday tasks. Carl is constantly trying to let himself free and sometimes succeeds but other times doesn’t. Some examples are that if he’ll see his mother or every stop looking after his little brother Harley. Throughout â€Å"A bridge Wisemans cove† he goes through a mental journey facing evil family member (usually Beryl) and friends. An example of setting himself free is at the end of the novel where throughout the book where he has been looking after Harley, feeding him, caring for him and most importantly keeping him out of trouble. Such as when Harley is caught stealing from the local store, by the time he gets back to Aunt Beryl’s house she lashes out and threatens to kick Harley out but Carl intervenes and give Beryl some of the money that Sarah gave him earlier on in the book so that she can be kind to Harley. So by the end of the book when Harley moves in with the Duncan’s. Carl feels a sense of relief and freedom, because he no longer has the responsibility for Harley and he no longer has to worry about him. â€Å"â€Å"When Beryl chains Harley up, Carl finds the courage to confront her at the bowls club where she has been all day playing the pokies. If you’d stayed with him, kept an eye on him, if you cared about him, he wouldn’t get into trouble. † This is another part of the book where Carl â€Å"sets himself free† he finally sets free how much he despises aunt Beryl, she has been mean and cruel to them and trying to find any reason to kick them out. So this is when Carl sets free how he feels and puts his foot down. Another example of setting himself free is also at the end of the book when Carl finds out that whilst on her way home from her ‘holiday’ Kerry died in a bus crash. â€Å"Carl Matt opened up too, letting go and feeling a freedom flood into him †¦ he knew at last that he was alive to feel it† (page 241) this moment was probably one of the biggest revelations for Carl as he finally felt the sense of freedom as he was always wondering when his mum would return or if she would return. So when he finally finds out that his mother had died of course he felt sad and depressed but at the same time he felt closure and freedom as he didn’t have to worry about her or didn’t have to always be thinking of if she will come and pick him up. This is a very important part of the novel as the premise of the book is based on family and love but Carl and Harley don’t have either all they have is each other so when they find out their mum is dead it hits them hard but also sets them free. One last example of letting himself free is whilst Carl is working at Skips barge. Because working on the barge helps Carl get away from all his troubles and more importantly the people that don’t accept him such as Beryl. Whilst working on the barge Carl finds the freedom to try a lot of new things. â€Å"You love that barge, don’t you, Carl? †¦You’re the best thing that could have happened. † Finally people were starting to notice Carl, then he had the freedom to show himself. Throughout the book he was shown as a very shy, lonely and awkward kid who didn’t know many people and didn’t really talk or try to communicate with them. â€Å"Carl shared in†¦the freedom of the bird itself. Elation, freedom. He felt them both† (page 158) in some sense Carl wished that he was the bird so that he could fly away from all of his problems ad just leave them all behind. Although Carl keeps working at the barge by the end of the book he still senses a feel of freedom being away from everyone and having somewhere just to relax and forget all of your troubles. To conclude Carl found many ways to find freedom whether it was mental or emotional freedom. The ways he exampled freedom in the text were standing up to Aunt Beryl for Harleys sack, working at the local barge and finally he having the freedom to stop worrying about is mother as he didn’t know she died on her way back home. So by the end of the novel Carl found the freedom for a lot of things and didn’t regret any of the decisions he made.

Reservation Policy and Indian Constitution Essay

Introduction The spirit of equality pervades the provisions of the Constitution of India, as the main aim of the founders of the Constitution was to create an egalitarian society wherein social, economic and political justice prevailed and equality of status and opportunity are made available to all. However, owing to historical and traditional reasons, certain classes of Indian citizens are under severe social and economic disabilities so that they cannot effectively enjoy either equality of status or of opportunity. Therefore the Constitution accords to these weaker sections of society protective discrimination in various articles, including Article 15(4). This clause empowers the state, notwithstanding anything to the contrary in  Articles 15(1) and 29(2), to make special reservation for the advancement of any socially and educationally backward classes of citizens or for scheduled castes and scheduled tribes. The extension of the reservation policy in India to the marginalized social groups is primarily drawn from such considerations and is only applicable to the public domain. As such, the vast private sector, which comprises of a sizable section of the marginalized social groups, remains outside the purview of the reservation policy. Reservation in India is a form of affirmative action designed to improve the well-being of perceived backward and under-represented communities defined primarily by their ‘caste’ (quota-system based on ‘gender’ or ‘religion’) is a phenomenon that commenced with the coming into force of the Indian Constitution (the Constitution initially provided reservation to Christians, with the proviso that it would automatically reduce gradually with the efflux of time) – however, lately preferential treatment on regional basis has either been non-statutorily introduced in the educational institutes (e.g. eligibility conditions for candidates from outside the State are 5% higher than that for the ‘locals’, as per local rules prescribed by certain Universities) or is being advocated in both jobs and lowly professions like auto-rickshaw-drivers). The most important stated aim of the Indian reservation system is to boost the opportunities for improved social and instructive position of the underprivileged communities and, thus, allow them to take their equitable place in the conventional of Indian society. The reservation scheme exists to provide opportunities for the members of the SCs and STs to increase their representation in the State Legislatures, the executive appendage of the Union and States, the labor force, schools, colleges, and other ‘public’ institutions. (Financial Support†, 0ct 2011). The Constitution of India states in Article 15(4): â€Å"All citizens shall have equal opportunities of receiving education. Nothing herein contained shall preclude the State from providing special facilities for educationally backward sections (not â€Å"communities†) of the population.† [Emphasis and parentheses added. It also states that â€Å"The State shall promote with special care the educational and economic interests of the weaker sections of society (in particular, of the scheduled castes and aboriginal tribes), and shall protect them from social †injustice† and all forms of exploitation.† The Article further states that nothing in Article 15(4) will prevent the nation from helping SCs and STs for their betterment [‘betterment’ up to the level enjoyed by the average member of other communities. ( Laskar, Mehbubul Hassan 2011). In 1982, the Constitution specified 15% and 7.5% of vacancies in public  sector and government-aided educational institutes as a quota reserved for the SC and ST candidates respectively for a period of five years, after which the quota system would be reviewed. This period was routinely extended by the succeeding governments. The Supreme Court of India ruled that reservations cannot exceed 50% (which it judged would violate equal access guaranteed by the Constitution) and put a cap on reservations. However, there are state laws that exceed this 50% limit and these are under litigation in the Supreme Court. For example, the caste-based reservation stands at 69% and the same is applicable to about 87% of the population in the State of Tamil Nadu. In 1990, Prime Minister V. P. Singh announced that 27% of government positions would be set aside for OBC’s in addition to the 22.5% already set aside for the SCs and STs.(The Struggle for Equality in India 2002). In the Indra Sawhney’ case, hon’ble Supreme Court also held that reservation in promotion is unconstitutional but permitted the reservation,for Scheduled Castes and Scheduled Tribes to continue for a period offive years(From 16.11.92). Consequent to this, the Constitution was amended by the Constitution (Seventy-seventh Amendment) Act, 1995 and Article 16(4-A) was incorporated. This Article enables the State to provide for reservation, in matters of promotion, in favour of the Scheduled Castes and Scheduled Tribes. The fact that the words â€Å"Backward class† used in Article 16(4) have been instituted in Article 16(4-A) by the words â€Å"SCs & STs†, itself precludes consideration of making reservation in promotion in favour of any other category of citizens. II. Constitutional Provisions The main objective of the Indian reservation system is to increase the opportunities for enhanced social and educational status (in the sense better than the previous — until it becomes equal to that enjoyed by an average member of other communities) of the underprivileged communities and, thus, enable them to take their rightful place in the mainstream of Indian society. The reservation system exists to provide opportunities for the members of the SCs and STs to increase their representation in the state Legislative, the Executive Organ of the Union (Centre) and States, the  labour force, schools, colleges, and other ‘public’ institutions. The exact necessities for the reservation in services in favour of the members of the SC/STs have been made in the Constitution of India. They are as follows: Article 15(4) and 16(4) of the Constitution enabled both the state and Central Governments to reserve seats in public services for the members of the SC and ST, thereby, enshrining impartiality of opportunity in matters of civic service. Impact of reservation policy on employment and education As may be evident from the particulars in the earlier paragraphs, the strategy of reservation had a helpful effect in conditions of induction of scheduled castes, scheduled tribes and other backward classes into public sector employment and in educational institutions. However, their accessible share in employment and educational institutions still falls short of the target in certain categories of jobs and higher education. The target in the case of Groups D and C are close to the population mark of 15 per cent for scheduled castes and 7.5 % for scheduled tribes but fall short in Groups A and B. As against this, the true position regarding the representation of other backward classes in central services is not available. However, as stated in para 6.4, in the All India Services and central services for which employment is made through the Union Public Service Commission, representation of other backward classes is very near to their share. With the growth in the share of scheduled castes and scheduled tribes in public services, it had positive multiple effects on the social and economic situation of these two disadvantaged groups. The data provided by the ministry of personnel indicates that in recent years the vacancies reserved for the scheduled castes, scheduled tribes and other backward classes are being filled fully even in the „elite‟ services at the centre. Reservation did not provide equal opportunities within each group/community to all beneficiaries. Consequently, different castes and tribes within a group/community have not benefited from reservation equally. Almost in all categories of beneficiaries among scheduled castes, scheduled tribes or other backward classes and minorities, there is a growing sense of deprivation amongst different categories, which is leading to internal dissension. The vision of Ambedkar, Phule, Periyar, and Sahuji Maharaj, as initially envisioned under the aegis of the reservation policy and reforms in the structure of governance was to completely negate the deleterious impacts of caste-based discrimination and exclusion. The idea was to create fissures in the hegemonic hold of the immutable status of the higher castes over public services. Therefore, the historicity of reservations included firstly, the amelioration in the relative position of the lower castes, and two, restructuring of the institutionalized social relationships in the Indian society on democratic lines. Instead of giving power/authority to less efficient candidate, reservation should provide better opportunity of study to weaker/backward section of the society to compete with unreserved class by way of offering more resources to the weaker class so that they could defeat the Generals.
